Any person who services, installs, repairs, rebuilds, rekeys, repins or adjusts locks, hardware peripheral to locks, safes, vaults, safe deposit boxes or mechanical or electronic security systems, unless exempt under ORS 701.490.A Locksmith Certificate is required in Oregon, even if a locksmith holds a license or certification in another state. In order to obtain a licence in Oregon, one must complete a locksmith certification test and undergo a criminal background check.
Locksmith licenses are issued by the CCB (Oregon Construction Contractors Board). Oregon locksmiths must renew their CCB licence every 2 years.
